General Description of Post
Working within Nottinghamshire Fire Service’s (NFRS) Information and Communications Technology (ICT) Department, the post holder will be responsible for:
- Leading and delivering complex technology programmes that align with the Service’s strategies and drive digital transformation. Overseeing multiple projects, ensuring they are delivered on time, within budget, and to the highest quality standards. Working closely with stakeholders across the Service, managing risks, dependencies, and resources to achieve strategic outcomes;
- Leadership and management of the ICT Project portfolio, including championing ICT interests within non-ICT led projects and coordinating with ICT subject matter experts to ensure ICT and Cyber Security requirements are met in every project;
- Act as custodian and lead for specialist Emergency Service technologies and projects, such as FireLink and ESN (Emergency Services Network). Including responsibility for their use, application, policy and procedures within NFRS and representing NFRS as a key stakeholder within the East Midlands region;
- Working within the ICT management team to further the planning, management and continual improvement of the NFRS ICT Service, which includes the resourcing and development of the ICT project teams, including the preparation and co-ordination continual improvement programmes;
- Actively participate in the provision of technical support to all Service ICT systems and users, via the ICT Service Desk and the 24 / 7 / 365 technical support on-call rota;
NFRS Core Code of Ethics
Nottinghamshire Fire & Rescue Service has adopted the national Core Code of Ethics for Fire and Rescue Services which is underpinned by a National Fire Standard and based on five ethical principles. Employees of NFRS are required to ensure that they are compliant with the requirements of the code in all that they do.
Specific Duties
- Lead the planning, execution, and delivery of ICT technical projects, ensuring alignment with Service and ICT strategies.
- Provide leadership across technical programmes, working closely with project teams, stakeholders and vendors to ensure high-quality delivery.
- Collaborate with Service leaders, contract owners, and technical teams to define requirements, manage expectations, and ensure successful outcomes for all ICT projects.
- Establish and maintain project governance, ensuring adherence to security, compliance, and architectural standards.
- Identify and mitigate risks and dependencies across projects and platforms.
- Lead cross-functional teams, fostering a culture of good governance, collaboration and accountability.
- Manage relationships with stakeholders and suppliers, tracking KPIs (Key Performance Indicators) and ensuring delivery against SLAs (Service Level Agreements) and specifications.
- Act as the principle technical expert on Emergency Services specific technologies, such as Firelink and ESN. Act as custodian and principle subject matter expert on their use, application, policy and procedures for NFRS and the East Midlands region. Disseminating relevant information, guidance and lessons learned on Emergency Services specific technologies and acting as a subject matter expert at regional and national levels.
- Manage budgets for Emergency Services specific technologies and projects, including Airwave, Firelink, and ESN.
- Undertake the role of Operational Communications Tactical Advisor (OCACTA) and OCA CTA team co-ordinator, providing operational and tactical advice for best practice and guidance on all aspects of the operational use of Airwave and mobile communications. Providing advice and support within the service, regionally and nationally.
- Work with the ICT management team to develop procurement plans, manage supplier relationships, and enable effective purchasing processes in line with relevant legislation and NFRS policies.
- Support ICT service continuity and participate in disaster recovery planning and testing.
- Assist the ICT management team in the maintenance and development of NFRS IT Service Management (ITSM), processes and procedures.
- Act as mentor to NFRS ICT team members, including providing relevant training.
- Any other duties which may reasonably be regarded as within the nature of the duties, responsibilities and grade of the post as defined, subject to the proviso that normally any significant changes of a permanent nature should be incorporated into the job description in specific terms.
