General Description of Post
Playing a pivotal role in the Service’s improvement journey, the HR Operations Manager will provide professional advice and support to the Strategic Leadership Team on employment law and best practice guidance. The post holder will be responsible for overseeing all transactional HR functions to ensure that the people services function supports the wider ambitions of the organisation.
The function has a strong link to the Organisational Development and Inclusion agenda, and the post holder will be pivotal in supporting the cultural and ethical improvement journey.
NFRS Core Code of Ethics
Nottinghamshire Fire & Rescue Service has adopted the national Core Code of Ethics for Fire and Rescue Services which is underpinned by a National Fire Standard and based on five ethical principles. Employees of NFRS are required to ensure that they are compliant with the requirements of the code in all that they do.
Specific Duties
Strategy, Planning and Governance
- Support the Head of People and Organisational Development to develop the Strategies and plans including the workforce plan to ensure people priorities reflect and support wider organisational priorities and ambitions.
- Maintain a suite of compliant, accessible and easily understood HR policy and guidance documents to support legal compliance and management decision making.
- Produce and present reports to the Strategic Leadership Team and Human Resources Committee on people related data and insight to support governance and decision making.
- To play an active role in delivering and responding to external scrutiny of the NFRS People function to include HMICFRS inspection regime and local/national audit frameworks.
Employee Relations
- Professional Standards and Employee Relations Lead, responsible for triaging and classifying professional standards and employee relations cases in accordance with organisational policy, including assessment of seriousness. Where matters are identified as potentially constituting serious or gross misconduct, to provide professional standards advice and, where appropriate, sit on decision making panels in a non investigatory capacity.
- Establish and maintain governance arrangements regarding employee relations matters via case reviews and an assurance board to review live employee relations cases and ensure actions required from case reviews have been implemented.
- Report on the agreed metrics on Employee Relations data to both SLT and HR Committee.
- Have overall oversight of professional standards in the service including being senior point of contact for complex employee relations issues with both internal and external stakeholders including the Services legal advisors.
- Provide professional advice to the Senior Leadership Team and managers relating to casework management including grievances, disciplinaries, attendance / ill-health, and capability hearings at Stage 3 and appeal levels
- Maintain constructive relationships with representative bodies through formal and informal consultation, negotiation and dialogue including attendance at relevant formal joint meetings.
Service Delivery
- Provide leadership to the HR team, including setting of direction, oversight and performance management and professional development of team members.
- Fulfil budget holder responsibilities for HR budgets.
- Responsible for overseeing delivery of recruitment, establishment management, HR information system and HR business partnering function which is responsive to internal stakeholder needs.
- Seek opportunities for continuous improvement of the function through team and systems development, alongside the setting and monitoring of key performance indicators.
- Ensure contracts of employment, policy and ways of working are reviewed in line with changes to employment legislation and national conditions of service.
- Lead on HR related project activity and to be a member of cross functional project groups.
Pensions
- To brief national pensions advisers (Home Office and LGA) and national legal advisers on NFRS pension dispute cases / pension related employment tribunal cases.
- To act as a technical advisor to the Pension Board and provide support to Scheme Manager on pension related matters and pension governance matters.
- To attend national and regional pensions meetings and to liaise with Pension Administrators on pension related issues.
Other
- To undertake any other duties which may reasonably be regarded as within the nature of the duties, responsibilities and grade of the post as defined, subject to the proviso that normally any significant changes of a permanent nature should be incorporated into the job description in specific terms.
