General Description of Post
The post holder will manage Nottinghamshire Fire & Rescue Service (NFRS) construction capital projects and provide support with minor works as required, including oversight of project budgets and the specification, design, tendering and negotiation of a wide range of contracts.
The post holder will, where required assist the Estates Manager on delivering minor new works and major planned maintenance projects. This post holder will be required to work in conjunction with the Estates Manager and under their own initiative to provide an effective project management service within NFRS.
The post holder will be required to work collaboratively and inclusively across NFRS and, where applicable, with external agencies and organisations with regards to construction capital project management.
The postholder will take a lead role in ensuring contractual scrutiny and by acting as the duty holder to ensure compliance against legislation whilst supporting the delivery of ongoing health and safety related compliance.
The postholder will support the development of and champion the Service’s Environmental Strategy and help identify and secure external funding opportunities working with the wider estates team.
Generally
- To hold, manage and monitor capital budgets, working in conjunction with the Estates Manager, in the delivery of investment programmes across the estate in order to provide value for money and appropriate planning of budgetary requirements whilst ensuring investment is targeted.
- Plan, develop and oversee the delivery of construction capital projects, and estates new minor works and major planned maintenance projects as directed within the remit and responsibilities of the Estates Section.
- To provide professional advice, manage consultants or technical advisors employed to complete packages of works, including project delivery, disposals and land acquisitions.
- To procure through competitive tenders or frameworks appropriate project management and design services, ensure technical specifications and design documents are produced to meet Service requirements.
- The post holder will be required to identify develop and write NFRS policy and procedures with regards to the construction project management of the NFRS Estate and represent the interests of NFRS at local, regional and national meetings, committees and forums.
- To provide a customer focused, commercially delivered, cost effective service, supporting the Estates Manager with optimal premises utilisation, space planning, project refurbishment and fit out across the NFRS estate.
- Ensure that the Service complies with requirements of The Construction Design Management (CDM) Regulations 2015 by acting in the client role as defined in the regulations.
- Have oversight and responsibility for the Services energy monitoring and ongoing management, including developing strategies and business cases to increase efficiency.
- To work with colleagues across the Service and its collaborative partners supporting the Estates Manager in the delivery of excellent estate management, building positive relationships with internal and external stakeholders and key partners, disseminating compliance related best practice.
- To provide timely and accurate reports on progress against the Estates and Environmental Strategy’s for capital and minor works projects, whilst providing assurance against Regulatory or Statutory compliance such as Health and Safety and financial regulations.
- Attend and report to Strategic Leadership Team meetings and Fire Authority meetings as and when required.
- Supporting the Estates Manager, manage, direct and oversee, as required all minor new works projects carried out through the Estates Section and ensure best value is achieved from all tendering activities.
- Using best and balanced judgement, ensure that best value is obtained by NFRS from all tendering and procurement related to the construction capital projects, minor new works and major planned maintenance projects, taking into account statutory requirements, NFRS policy, budgets and any physical and operational needs.
- Assist with the development of NFRS policies, procedures and service level agreements for the NFRS capital project management, Estates and Facilities function.
- Ensure construction capital projects, minor new works and major planned maintenance project documentation, records and all relevant an information is maintained throughout for each related project in accordance with statutory requirements, financial regulations and NFRS policy and procedure.
- Be responsible for and ensure that the Health and Safety Files for each NFRS property are kept up to date with any new works, modification or refurbishment.
- Represent NFRS estates department at specialist internal steering groups, project groups and committees as required; act as chair when requested by the Estates Manager or when there is a need to do so.
- Undertake pre-market engagement with commercial companies for research purposes to identify products, goods and services as required and as part of the construction capital projects, estates and facilities function to determine the best way to achieve best value.
- In conjunction with other Heads of Department and sections promote and contribute to the development of NFRS policies, strategies, and organisational plans.
- Support, coach and guide other budget holders and NFRS contract managers with regards to the construction project management related contracts. Ensure other managers and staff are aware of the contract terms and conditions and their responsibilities under these contracts.
- Undertake general condition audits of the stations to contribute to the planning and coordination of future minor refurbishment projects and programmes
- Any other duties which may reasonably be regarded as within the nature of the duties, responsibilities and grade of the post as defined, subject to the proviso that normally any significant material changes of a permanent nature should be incorporated into the job description in specific terms.
Specific Health, Safety and Environmental Responsibilities
- Ensure adherence to any asset management system(s) such that only items which are suitable for purpose are sourced and obtained, maintained as safe to use and disposed of safely.
- Ensure that environmental legislation and NFRS policy is adhered to through the management of the procurement and resources function and related contracts having environmental risk management ramifications.
- Ensure health, safety and environmental risk management matters are appropriately reflected in the contractual terms and conditions applying to the purchase of goods, works and services.
- Liaise with the Health, Safety and Environmental Risk Management section in the delivery of this role and responsibilities, were required to do so.
- Take account of the environmental/sustainability issues arising from any Service developments, and to ensure that staff of the department do likewise.
- Ensure departmental managers monitor and manage contractors to ensure they discharge their duty of care in terms of health, safety and environmental risk management at NFRS sites.

- To familiarise yourself with the contents of the Nottinghamshire Fire & Rescue Service’s Written Safety Policy.
- Take proper care in handling, operation and safeguarding of any equipment, vehicles or appliance, used or issued by the Service or provided or issued by a third party for individual or collective use in the performance of the post holder's duties.
