NFRS 2023 06 - Grenfell recommendations

You asked for:

With reference to the recommendations of the Grenfell Phase 1 Inquiry, specifically Chapter 33 Section 12 Evacuation (33.22) parts B and G, please can you advise what Notts FRS have implemented with regards to:

  1. 33.22 B - policies and training for the partial or full evacuation of a high-rise residential building.
  2. 33.22 G - That all FRS are equipped with smoke hoods (also what other frontline equipment has been introduced). Thanks.

  1. 33.22 B - policies and training for the partial or full evacuation of a high-rise residential building.

    Answer: - Nottinghamshire Fire and Rescue Service (NFRS) have updated existing operational guidance and training material in addition to creating material regarding the evacuation of tall buildings.

    This has been a regional approach as it forms part of the national operational guidance N.O.G issued by the NFCC National Fire Chiefs Council.

    NFRS have fully trained all staff on these updates via webinars, Incident Command training, eLearning, and evacuation training. NFRS has carried out exercises, tabletop exercises, no-notice command exercises and theoretical training on new processes forms. NFRS have trained Joint Fire Control on evacuations of tall buildings, fire behaviours and implemented new command roles in Control with regards to evacuation and direct communications with the fire ground. NFRS has also trained all Police Force Control staff on evacuation procedures and fire survival guidance via face-to-face input.

    Answer: - NFRS has successfully introduced smoke hoods on all frontline appliances. NFRS has also introduced smoke curtains to all frontline appliances. All operational staff have had training on both of these pieces of equipment.
