General Description of Post
To manage the operational HR Service delivery and professional support functions and ensure the delivery of a professional and effective HR service to the Fire Authority, ensuring compliance with employment legislation and promotion of good employment practice. Ensuring the delivery of an effective and responsive HR administration and support team.
Specific duties
- Managing the professional and support functions of the HR Department, and deputising for the Head of HR Services as appropriate.
- Acting as a senior point of contact for the management of complex employment issues, liaising with Principal Officers, senior managers and trade union officials as appropriate, to provide advice and direction on employment law and resolution of employee relations matters.
- To provide managerial support to the HR Business Partners, prioritising workloads and advising on contractual and legal issues and matters of internal governance.
- To ensure the delivery of effective HR administration and support services.
- Support the Head of POD in the delivery of the HR Strategy, Workforce Plan and annual HR Business Plan.
- To be responsible for monitoring and enforcing quality standards in operational HR service delivery, including the establishment, monitoring and achievement of service KPI’s.
- To be responsible for the development of the HR team – including coaching and mentoring, advice and guidance, communications, formal appraisal, staff training & development, maintenance of Continuous Professional Development etc.
- To maintain and monitor client relationships to ensure adequate support and communication between service departments and HR.
- To advise on recruitment processes and participate in selection interviews as appropriate, including appointments to senior roles.
- To ensure contracts of employment are reviewed in line with changes to employment legislation and national conditions of service.
- To maintain an overview of temporary and fixed term contracts.
- To keep abreast of, interpret and apply employment legislation and national conditions of service.
- To produce reports for the Strategic Management Team or Combined Fire Authority on employment related matters as required, and attend HR Committee.
- To participate in informal discussion, consultation and negotiation with representative bodies on individual and corporate issues, including attendance at Joint Consultation and Negotiating Panels.
- To attend the Health and Safety Committee as the HR representative.
- Develop and maintain positive relationships with TU and employee representatives.
- To advise on grievances, disciplinaries, attendance / ill-health, and capability hearings at Stage 3 and appeal levels.
- To undertake or commission external investigation of serious issues falling within the formal disciplinary process, or harassment procedure.
- To brief Service legal advisers on employment issues / Employment Tribunal cases / pension disputes cases
- To act as the lead officer for Employment Tribunal cases briefing and advising Principal Officers and strategic managers on the implications and options open to the Service to mitigate organisational / reputational risk.
- To act as the main point of contact and principal liaison with the Service’s employment solicitors.
- To contribute to the development of personnel policies, practices and procedures including responsibility for the effective implementation of policy and procedure.
- Responsible for the interpretation and implementation of complex Firefighters’ Pension Scheme and Local Government Pension Scheme, including the implementation of major regulation change
- To liaise and brief national pensions advisers (Home Office and LGA) and national legal advisers on NFRS pension dispute cases / pension related employment tribunal cases
- To act as a technical advisor to the Pension Board and provide support to Scheme Manager on pension related matters and pension governance matters
- To attend national and regional pensions meetings and to liaise with Pension Administrators on pension related issues.
- To undertake duties in a corporate HR capacity i.e. HR related training delivery and trainee induction, participation in cross functional or corporate working groups.
- As lead officer for HR operational budgets responsible for setting, monitoring expenditure on relevant HR budgets.
- Responsible for ensuring Business Continuity arrangements are in place to maintain HR delivery.
- To undertake any other duties which may reasonably be regarded as within the nature of the duties, responsibilities and grade of the post as defined, subject to the proviso that normally any significant changes of a permanent nature should be incorporated into the job description in specific terms.
