General Description of the Post
Working within the Corporate Support Department, the Corporate Programme Manager is responsible and accountable for:
- Oversee the delivery of all projects and programmes across NFRS as defined within the annual delivery plan, on behalf of the Strategic Leadership Team (SLT).
- Management of key/specific projects. Also, to include monitoring and reporting of key projects within the Annual Delivery Plan (ADP), on behalf of the SLT;
- Establishment and management of robust governance and assurance processes with the goal of delivering every project on time, within budget and within scope, facilitating full realisation of the defined benefits to the organisation; chair the Change Programme Board to ensure effective monitoring of service initiatives;
- Establish the Project Management Office (PMO) as the source of guidance and best practice in delivering effective project management for the organisation;
- Work with the ICT management team to ensure effective and proactive management of the ICT Change management process within an organizational context, through the analysis and translation of the varying requirements of all stakeholders,
- As the subject matter expert for project and programme management, author, implement, maintain and own the NFRS project management framework and associated policies, procedures and work instructions;
- Train, coach and guide other managers with regards to the project and programme management processes, procedures and related activities. Ensure other managers and staff are aware of their responsibilities when managing projects;
- Work with the CRMP Manager to ensure effective management of stakeholder liaison activities to identify and define project requirements, scope and objectives within the NFRS project life-cycle;
- Work with the Service’s Business Architect and other subject matter experts to manage business analysis and business process reengineering activities across the Service, to increase efficiency through standardisation and digitisation;
- Advise and support the SLT in relation to the design, delivery and performance management of projects and business change in the Service;
- In consultation with the Project Sponsors be responsible for the financial planning and budget control of change projects within the ADP;
- The leadership and line management of members of the Project Management Office, aiming for the successful delivery of all projects within NFRS;
- Actively seek and promote with other organisations collaborative opportunities and joint working regarding the management of projects and programmes;
- The post holder will represent the interests of NFRS at local, regional and national meetings, committees and forums for project management;
- Provide CRMP Assurance Board with regular updates on key Service programmes and projects;
- Any other duties which may reasonably be regarded as within the nature of the duties, responsibilities and grade of the post as defined, subject to the proviso that normally any significant changes of a permanent nature should be incorporated into the job.
