Workforce Plan 2024-25: Highlights & Work Undertaken
We continue to work in an environment where local and national issues present challenges and sometimes opportunities for the organisation. Locally, we have made changes to roles and responsibilities at a senior level, functional reviews have been taking place across departments and selection processes have been taking place at most levels during the last 12 months.
In addition to this, we received a Good rating from His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS). This judgement includes four people/workforce related indicators. The inspectorate continues to have a sharp focus on culture and behaviour in the sector, publishing its Standards of Behaviour report in August of 2024.
We continue to work to resolve pensions issues as a result of the McCloud and Matthews cases. The National Fire Chief’s Council’s (NFCC) People programme has recently relaunched its People, Culture and Leadership Hub. This includes a huge amount of tools and resources accessible to FRSs nationally. We support this work by volunteering staff for projects and responding to consultations for their products. Below is just a sample of some of highlights of local and nationally driven work in the previous 12 months.
Local
- Local Resilience Forum – NFRS taking on secretariat responsibilities in collaboration with Nottinghamshire Police
- Prevention department functional review completed in September 2024
- People and Organisational Development review – started February 25
- Digital Maturity Assessment undertaken
- On-call pay and contracts – recruitment and retention - outcomes of national pay award.
- 1 x wholetime trainee course in April 24, next one in September 25
- Several promotion processes – CM x 2 / WM / SM / AM – across all areas of the organisation.
- Occupational Health provision – now fully resourced and reviewing provision
- Bringing Clerk to the Combined Fire Authority role in-house.
- Movements of roles and responsibilities at Area Manager level
- Operational Training function moved back to POD Department.
National
- Pensions Remedy - McCloud / Matthews
- HMICFRS – Standards of Behaviour Report and Values and Culture Spotlight Report – implementing the recommendations locally.
- NFCC – significant work undertaken at a national level within the People Programme.
- Legislative changes – Worker Protection Act / Employment Rights Bill
