Background
- These Financial Regulations provide the framework for the financial administration of Nottinghamshire Fire and Rescue Service (hereafter referred to as “NFRS”), with a view to ensuring that financial affairs are conducted in a sound and proper manner, constitute value for money and minimise the risk of legal challenge.
- These Financial Regulations aim to provide clarity on the responsibilities of the Chief Fire Officer, Head of Finance and Treasurer, Solicitor and Clerk, Principal Officers and Area Managers and other employees with financial responsibilities.
- All employees have a general responsibility for taking reasonable action to provide for the security of the assets under their control, and for economy in the use of resources. They must also ensure that the use of all NFRS’s resources is legal, properly authorised and provides value for money / best value.
- All contracts shall comply with these Regulations and no exception shall be made other than with the express written approval of the Solicitor and Clerk to the Fire Authority and the Treasurer, where it is the best interests of the Authority.
- Any doubt as to the appropriateness of a financial proposal or correctness of a financial action must be clarified in advance of the decision or action with the Head of Finance and Treasurer.
- The Chief Fire Officer is responsible for ensuring that all staff are aware of the existence and content of these financial regulations and other internal policy documents and that they comply with them. They must ensure that all staff have access to these documents for reference purposes. While the Head of Finance and Treasurer is required to ensure these regulations are continuously reviewed and, with additions or changes presented to the Fire Authority for approval.
- The Head of Finance and Treasurer is responsible for maintaining a continuous review of the financial regulations and submitting any additions or changes necessary to the Fire Authority for approval. The Head of Finance and Treasurer is also responsible for reporting, where appropriate, breaches of the financial regulations to the Fire Authority.
- The Head of Finance and Treasurer is also responsible for issuing advice, clarification and guidance in relation to these financial regulations.
