Managing the Service
Nottinghamshire Fire and Rescue Service is managed day-to-day by the Chief Fire Officer on behalf of the Nottinghamshire and City of Nottingham Fire Authority. He is supported by a team of directors.

Frank Swann, Chief Fire Officer Frank began his fire and rescue service career in 1982 in the West Midlands. He moved to Leicestershire in 1997 and then crossed the border into Nottinghamshire six years later to take up position as Senior Divisional Officer/Area Manager. In May 2005 he was promoted to Assistant Chief Fire Officer, Head of Information Services and just 18 months after that he was promoted to Deputy Chief Fire Officer. In early 2007 Frank became Acting Chief Fire Officer, before being appointed substantively in September 2009. Frank is a member of the Institution of Fire Engineers and is Regional Champion for The Fire Fighters Charity. |

John Buckley, Deputy Chief Fire Officer John began his fire and rescue service career in Derbyshire in 1994 as part of the Retained section, before becoming a wholetime firefighter with Nottinghamshire Fire and Rescue Service in 1996. Since then his roles have included Leading Firefighter in Newark, Trainer at the Service Development Centre in Ollerton and District Performance Manager for Rushcliffe. John has also undertaken roles at Service headquarters and, as an Area Manager in 2006, he managed the Service’s Shift Change project. John is currently the strategic director for Service Delivery, which includes the management of all operational resources across the county, Fire Control and resilience. He was appointed Deputy Chief Fire Officer in May 2012. |

David Horton, Assistant Chief Fire Officer David joined Cleveland Fire Brigade in 1983 and rose through the ranks to become Station Officer in 1997. He joined Nottinghamshire Fire and Rescue Service in 2003 as a Divisional Officer overseeing Response, before going on to become Area Manager, still with a responsibility for Response, in 2004. He was appointed Assistant Chief Fire Officer in 2005. David is responsible for Corporate Services which includes administration, business planning, human resources, performance management, corporate communications and learning and development. |

Neil Timms, Assistant Chief Officer Neil joined Nottinghamshire Fire and Rescue Service as Head of Finance in 1997 after a 20-year career in Local Government. He is a qualified accountant and risk manager, and has previously been employed by Nottingham City Council, Broxtowe District Council, Derby City Council and Nottinghamshire County Council. Neil has specialist interest in education, risk management and the voluntary sector. He is a Governor at Rushcliffe School and a regular speaker at national conferences on risk management. His current responsibilities are Finance, IT, Transport and Engineering, Estates, Procurement and Stores, Fire Extinguisher and Hydrant Maintenance and Commercial Training. |
These directors join other heads of department to form the Corporate Management Board (CMB). The Board meets every week to give strategic leadership to the organisation. Six steering groups (or sub-committees) each meet quarterly and report back to CMB on issues and progress.
